Get a table - a nice large one. Now find a dumpster or two and place choice items from those dumpsters on that nice large table. Next get a handful of artists. Give them a mandate to draw a rendering of that table and everything on it - their best effort.
Even the latest Rembrandt or Renoir will at best produce a clean, artistically pleasing picture of trash and broken pieces of something once considered valuable.
We can try to make old unworkable parts and failing concepts look good - but in the end we'll need to start over.
You don't have to raze a home to make it look beautiful again. If it has good bones, it will look good again with a clear vision of the improvements needed and a concerted effort by those willing to do the work.
That's what we need. It's a system that seemed workable 250 years ago. What's wrong with restoring it? The first wheel was made of stone. No flats but a rough ride. Today, radial tires. See, we can make things better! 😉
