I wonder … did the state of South Dakota ever look into why the woman was living in her car, with her 15 cats?

Perhaps this is just another example of Statutory Astigmatism where the state sees the danger of cats in a car and the potential for more vehicular mishaps, but doesn’t quite catch the signs that maybe, they failed to provide a safety net for the human? They offered adoption for the kitties — but did anyone reach out to adopt the woman?
