It seems that way, I agree. We have a system in place that went off the rails years ago, but the drivers of this bus just attribute the rough going to “bad roads” and have stopped trying to fix it. But fix it we must.

As that “guy” in Houston Mission Control said during Apollo 13 — Failure is not an option.
