When people (which of necessity includes politicians) don't want to confront or deal with an issue; don't want to hassle with the fixes that needed to be put in place, don't want to lose funding for their next election - they slap generalized labels on things. The shooter snapped. Like that word will speak volumes to all the victim's families and kick that can way down the road.
When, God forbid, we should control guns, people say it's crazy people. It's the institutions. It's bad parenting. It's unlocked doors - it's the boogie man, but IT'S NOT the guns and our endless access to them.
It's MONEY - which is horrible really, that it boils down to this, but it's the money. To elect a mayor in Toad Suck, AR costs $1million. To elect a senator in Georgia , $500,000,000. So, the people that make the decisions are "influenced" by those that hold the purse strings. I think Plato wrote about this same thing 2500 years ago. We haven't learned anything yet.
